RESPONSIBILITIES

The Economic and Administrative Services Division is responsible for the overall financial management of the resources and projects of CTI, personnel, administrative support, as well as the promotion and publicity of CTI. More specifically, the responsibilities of the Division include:

  • Supporting the governing bodies of CTI, Directors, Heads of service units, and Scientific Supervisors of projects/programs in fulfilling CTI’s mission.
  • Submitting proposals to the Board of Directors (BOD) and the President on matters within the Division’s jurisdiction.
  • Maintaining publicity procedures for the decisions of the BOD and President, as well as other documents, acts, and contracts related to CTI activities.
  • Executing decisions of the governing bodies of CTI and monitoring compliance with procedures outlined in the Funding and Management Guide.
  • Preparing and monitoring CTI’s budget, including amendments, and overseeing individual project budgets, school book publication budgets, and service unit operational budgets, with appropriate controls and safeguards for proper execution.
  • Conducting budget commitments and maintaining the Commitment Registry.
  • Collecting and monitoring all types of revenues and funding for CTI.
  • Monitoring cash management for CTI projects/programs.
  • Overseeing procurement processes for public contracts related to goods, services, projects, and studies funded by CTI’s budget, maintaining the Registry of Fixed Assets, and organizing procurement systems and contracts.
  • Supporting procedures related to personnel position announcements and fillings within CTI or projects/programs, including recruitment, contract drafting, evaluation, and staff development in accordance with regulations.
  • Verifying legality and regularity of expenditures based on legal documentation, processing payments, and issuing payment orders.
  • Checking and settling salaries, travel expenses, and any compensation for CTI personnel.
  • Maintaining accounting records and preparing required financial statements, balance sheets, and fiscal reports.
  • Processing all expenses through bank checks or electronic transfer orders, crediting beneficiary accounts, remitting withholdings to third parties, offsetting debts, and remitting payments to the State and social security funds, notifying beneficiaries and entities of financial settlements, and maintaining Registers of Seizures and Assignments.
  • Issuing tax and other financial certificates and any necessary documents according to Division records.
  • Monitoring CTI’s financial performance and adhering to guidelines from the General Accounting Office of the State in budget preparation and execution.
  • Preparing reports on disagreements with CTI governing bodies, submitting them to the General Directorate of Fiscal Audits, and notifying the Court of Auditors, the President, and the BOD.
  • Implementing Article 25 of Law 4270/2014, as applicable.
  • Providing administrative and secretarial support to BOD members, managing correspondence, maintaining protocol, and operating the call center.
  • Managing the smooth operation of CTI offices and building infrastructures.
  • Maintaining central computing systems for economic and technical management, ensuring data accuracy, completeness, and reliability for financial and management performance, as well as regular and extraordinary audits of CTI projects.
